      Not necessarily any better, but in this case it will go to police departments largely in Vancouver and Toronto:

      « Public Safety Minister Gary Anandasangaree said welcoming World Cup crowds will require a massive co-ordinated effort, and the new funding will go toward ensuring law enforcement agencies have the resources they need. »

    For something people didn’t want to begin with.

    Why doesn’t the event pay for it’s own security?

      Because socialize all costs but privatize all profits. I remember reading about superbowl who had the roads and stadium built (with special entrences for VIPs so that they don’t have to mingle with the unwashed peasants) on the taxpayer dime and then they pocketed all the revenue. They convinced them to do it saying that the sheer amount of people would flood the economy with money and open them up to more in the future. This fell very short of expectations.
