I imagine oop refers to the water in the pipes getting cold over night in winter, and they’re probably not patient enough for the hot water to start flowing.
The air in the room is cold, showering in a cold room is a cold shower compared to showering in a warm room. I have a steam shower now and I use it year round, even in the summer I will do steam and let the shower its self be cool water. Showering in cold air SUCKS
I’m sure it would be expensive to replace but my current place has heated exhaust vents that reverse direction, I’ve seen the modern versions, but these straight up look like stove elements in the ceiling, they might not pass modern safety standards but they are really nice.

I have never once had a living arrangement where the shower didn’t warm the room
