There’s part of the blame going to China for never really going along with that status quo in the first place . There’s some obvious blame for Russia, as well as for just about every group involved in the eternal shitshow that is the middle east. There’s some retroactive blame for Europe, who collectively had the economic power to not rely on the US for global stability, but never really got that ball rolling post WWII.
