Valve updated a help article recently, noting that they will no longer be supplying physical Steam gift cards due to scammers.

    to either swap gift cards for counterfeit ones

    That would show an error on the checkout

    or take pictures of all the cards waiting for someone to activate them and drain the balance.

    Nowadays they are alls scratch-offs. That was a different time back then
